Direct answer: Start with route order. Kenya, Uganda and Rwanda can be combined under the East Africa Tourist Visa when its conditions fit, but Tanzania and Zanzibar remain outside that joint permission. A Kenya-first trip may need Kenya eTA instead of the joint visa depending on the current application route, while a Tanzania sector requires its own visa or exemption assessment.

Map every border before choosing a visa

List each international arrival, land crossing, bush flight and return entry. A visa that works for a one-way route may fail when the itinerary leaves a country and returns. Mark transit points that require immigration clearance rather than assuming an airport connection stays airside.

Choose the first-entry authority

The East Africa Tourist Visa should be issued by the first participating country entered. For a Kigali–Uganda–Kenya route, Rwanda is the logical issuing country. For Entebbe first, use Uganda. Confirm Kenya’s current eTA interaction before submission because its digital-entry framework has changed.

Separate Tanzania from the regional visa

Serengeti, Ngorongoro and Zanzibar use Tanzania’s national visa system. One Tanzania visa covers mainland and Zanzibar, but it does not validate entry into Kenya, Uganda or Rwanda. Keep the two approval systems and fee receipts separate.

Allow different processing windows

Uganda and Kenya require advance electronic action for most visa-prone travellers. Tanzania ordinary eVisa guidance states ten days, while referral cases require much longer. Build a shared deadline based on the slowest passport in the travelling party.

Audit names, dates and passport numbers

Every booking and approval should match the passport exactly. Recheck marriage-name differences, middle names, dual passports and child documents before payment. If a route changes after approval, obtain official guidance rather than editing the PDF or assuming the permission remains valid.
